    That Council note the report by the Coordinator Planning to the Special Meeting dated 27 January 2021 regarding Application No. MCU20/0012 for a Development Permit for Material Change of Use - Transport - Type 2 Car Park situated at 4-8 Lower Mill Road, Cooroy and MCU20/0013 for a Development Permit for Material Change of Use – Open Space Type 1 Sport and Recreation (Playground) at 1, 3 and 9 Maple Street, Cooroy and: A. Approve Applications MCU20/0012 and MCU20/0013 in accordance with the following conditions: MCU20/0012 – Car park PLANNING When Conditions must be Complied With 1. Unless otherwise stated, all conditions of this Decision Notice must be complied with prior to the use commencing, and then compliance maintained at all times while the use continues. Approved Plans 2. Development undertaken in accordance with this approval must generally comply with the approved plans of development. The approved plans are listed in the following table unless otherwise amended by these conditions. Carparking must be provided and sealed in accordance with the approved plans. All carparking, must be provided prior to the commencement of the use of the playground approved under development application MCU20/0013. 4. The concrete driveway on drawing DA04 Rev. A Design Features Carpark Area 2 is not to be constructed as part of these works. 5. All car parking shall be kept maintained and line-marked in a condition fit for use. 6. Appropriate signs shall be provided indicating the site as a Council Car park. Pathways 7. Concrete pedestrian pathways, detailed on the plans, must be provided in accordance with Council’s standard drawing RS-065 and any associated addendum. The works must include: a. Any reinstatement of verge area must smoothly match the new pathway, b. The provision of topsoil, turf and any necessary stormwater drainage measures to prevent ponding and excessive runoff over the pathways. Stormwater Drainage Management 8. In conjunction with the development application for operational works, provide an updated Stormwater Quality Management Plan and engineering drawings which are based on a revised model which addresses the following: a. Only include those sub-catchments which form part of the proposed works or which contribute flow to the devices proposed to treat the proposed works; b. Only include treatment devices which actually exits or which are proposed to be built or refurbished as part of the proposed works; c. Existing GPTs are not to be modelled as receiving and treating roofwater unless this physically occurs on site; and d. Additional treatment devices are to be provided as necessary within the car parking area in order to meet the pollutant load reduction design objectives specified by the Water Sensitive Design Code. 9. Proposed and refurbished bioretention devices are to be designed generally in accordance with the Bioretention Technical Design Guidelines (Water by Design, 2012) and IPWEAQ standard drawings 10. Permanent educational signage must be erected to educate the public about the function of the bioretention device(s). The dimensions, standard, presentation and location of the educational signage must be in accordance with an Operational Works approval. Public Services 11. All necessary approvals from external service providers and external parties on which the development works are proposed or impacted on must have been obtained and a copy of approval/s supplied to Council prior to the commencement of the works. Easements 12. Where required, any public or third party infrastructure located on the subject site must be placed within an easement registered against the title of the property and in accordance with the requirement of the public service provider. 13. All easements must be designed in accordance with the planning scheme and granted at no cost to the Grantee. Where the Grantee is Council or a service authority, the easement documentation must be in accordance with the Grantee’s standard easement terms. Draft easement documentation must be submitted to Council for endorsement. Landscaping Works 14. The development site must be landscaped. The works must be undertaken in accordance with the Noosa Plan 2020 Planning Scheme Policy 2 – Landscaping for that specific area and must include in particular: a. Carpark shade trees in a minimum pot size of 45L for every four carparks b. Carpark shade trees must have sufficient structured soils to allow for proper root growth 15. All landscape works must be established and maintained in accordance with the approved design for the life of the development, and in a manner that ensures healthy, sustained and vigorous plant growth. All plant material must be allowed to grow to full form and be refurbished when its life expectancy is reached. MCU20/0013 – Playground PLANNING When Conditions must be Complied With 1.
