Noosa Council funding outside the grant rounds

The grants register shows what council awards through its grant rounds. Council also pays outside bodies through partnership, funding and service agreements, levies it passes to a named association, and one-off contributions. No grant round decides that money, so no outcome document lists it and none of it is on the grants page, although council's annual report counts some of it among its grants to community organisations. This register collects it: 542 figures for 157 recipients, 2013-14 to 2026-27, each taken from council's own budget papers, annual reports, minutes and officer reports.

Paid, budgeted and approved are different facts. Council's papers give each of them for the same arrangement, often for the same year. Every figure here says which it is, and they are never added together: a budget and the payment it became would be counted twice. Totals are given only for money paid, approved or budgeted, one kind at a time; a figure council merely stated in a report, or one an organisation asked for, is listed but never totalled.

Counted once. Where council states the same figure in two documents, restates a multi-year total, or gives two different figures for the same year, the row is shown on the recipient's page but left out of every total, with the reason beside it.

Not everything is here. 139 further items were found but could not be recorded with confidence — a recipient named only in a confidential attachment, a figure with no year, two council documents that disagree. They are kept out rather than guessed.

What the annual report has to say

The Local Government Regulation 2012 requires one disclosure here. Section 189(1), as currently in force:

The annual report for a financial year must contain a summary of the local government’s expenditure for the financial year on grants to community organisations.

A “community organisation” is an entity that carries on activities for a public purpose, or one whose primary object is not directed at making a profit (Schedule 8). “Grant” is not defined. The Regulation asks for a summary, and does not say whether money paid under a partnership, funding or service agreement is a grant.

Council's annual reports go further than a summary and print a table by recipient. What that table includes has varied: The Nature Conservancy's partnership payments and Zero Emissions Noosa's are in it. Tourism Noosa's funding agreement payments, the Noosa Biosphere Reserve Foundation's partnership funding, and the levies passed to the Noosa Junction and Hastings Street associations are not, in any year we hold. Where those bodies do appear in the table, it is for grants they won in council's grant rounds. That is a statement of what the tables contain. Whether the Regulation requires any of it is a question the text does not settle.
