Grants

Council runs at least 7 grant programs and publishes each round's result as a separate PDF, on several different pages, with the columns named differently nearly every time. Nothing lists what exists, so the obvious questions — who gets funded, how often, for how much — have had no answer. This is all of it in one table: 420 grants worth $4,290,473 to 221 recipients, 2019-20 to 2026-27.

How this was built. By reading the tables out of council's own outcome PDFs — 32 of them — and normalising the columns, which council names eight different ways across the programs. Every row links the document it came from, so any figure here can be checked against council's copy.

Counted once, and counted every year. 55 of these rows come from tables council heads “funding per year”: a multi-year grant paid annually, which appears in each year's document at the same figure. Those are counted in every year they were paid, because they were paid in every year. Rows are only ever merged when the same recipient, project and amount appear against the same year in two documents. No row met that test.

Alliance funding is understated here, and council's own record says why. Multi-year Community and Environment Alliance agreements appear both in the grant round that decided them and in a separate alliance document, at identical figures — which looks like the same award counted twice. It is not. Council's 6 July 2021 committee agenda carries a report headed “Community Alliance agreements (1 July 2021 – 30 June 2022)”, so those rows are one year's funding, and the 2022–2025 document that repeats the figures is headed “Year 1”, meaning the year after. Two real payments that happen to be equal, because the rate did not change. Both are counted.

What is missing is the rest: council publishes Year 1 of the 2022–2025 agreements and nothing for Years 2 or 3, so two years of committed funding to thirteen organisations appear nowhere in the totals above. The agreements were made; the payments are simply not published.

What is missing, and why. 3 grants appear in council's tables with no readable figure — one has a dash where the amount should be, and one sits in a PDF whose text layer is corrupted. They are listed with the amount blank rather than as zero, because a grant of nothing and a grant we cannot read are different facts. A further 3 documents are held but yield no recipient list. They are named at the foot of this page, each with the reason, so these rounds do not look empty.

Not a complaint about presentation. Each of these is a specific reason the record resists being added up, and every one was hit building this page.
