Noosa councillors' pay and expenses
Every annual report carries two tables the Local Government Regulation makes it carry: what each councillor was paid, and what each was reimbursed or allowed on top, by category. They sit on one page of a 100-page PDF, a different page every year, and no two years' tables look alike. This is those tables, 12 years of them, read into one.
Two kinds of money. Remuneration is the salary the state's Remuneration Commission sets for a Category 3 council, plus council's 12% superannuation contribution. Expenses are what council paid or reimbursed on top under its Councillors' Expenses Reimbursement and Provision of Facilities Policy. Most of the expenses figure is two flat allowances every councillor receives: a private-vehicle allowance ($5,000 a year since 2014-15; the Mayor sometimes declines it) and a home-office and phone allowance ($2,880). What varies between councillors is the rest: conferences and professional development, hospitality and travel.
What "mandatory" means here. The policy pays for the LGAQ conference (three delegates) and, for the Mayor, the national ALGA assembly without further approval; any other councillor's conference travel on that funding needs a Council resolution. "Discretionary" is each councillor's own allowance for courses and conferences, capped at $2,500 a year. Council reports every year that all claims were within the policy's limits.
