Services & Organisation Committee - 9 July 2024 Transcript

Tuesday 09 July 2024 · 9 minutes of recording · 181 lines · 4 voices, 2 named

This is a machine transcript of council's recording, produced by automatic speech recognition and not checked line by line against the video. Councillor and place names are corrected where a human has approved the correction; everything else is what the model heard. Quote the recording, not this page — every timestamp below opens council's own video at that second. Recording © Noosa Shire Council; the transcript is ours, made from it so the meeting can be searched and read.

Speakers: the machine separated 4 voices and names 2 of them — only where the recording itself establishes who it is (they introduced themselves, were called on by name, or their voice matches meetings where they were). The others stay “Speaker N”. Hover a name to see why it is there.

00:00:00 Councillor Finzel: Good morning and welcome everyone to the Services and Organisation Committee, 9th of July 2024. Welcome to the councillors at the table. We have got Councillor Nicola Wilson and Councillor Chris Phillips. We welcome the CEO, Mr Larry Sengstock, and the staff in the gallery and there are no other councillors present today. Firstly, I would like to acknowledge the Kabi Kabi people and respect their elders, past, present and emerging and acknowledge their inherent wisdom in this land on which we live, work and play, including the water and the air. Thank you. So we're starting today with confirmation of the merits. Speaker 1: Can you say an apology? So we've got an apology from the Mayor? Councillor Finzel: Oh, an apology from the Mayor. Thank you, Mr Sengstock. Speaker 1: Make sure we don't hear that. Yes. So he's on anyway. Councillor Finzel: Okay, fantastic. Thank you.

00:01:00 We're moving into confirmation of the minutes. Do we have a mover for confirmation of the minutes from the last meeting? I'll move. That's moved by Councillor Phillips and seconded by Councillor Nicola Wilson. All in favour? No. That's unanimous. Thank you. We move to three presentations. Do we have any presentations? Speaker 1: No. Councillor Finzel: No. Any deputations? Speaker 1: No. Councillor Finzel: We'll move into item number five, reports for consideration of the committee. Number one, this is the Council presentation. Sorry, we're just waiting for the Secretary. Now we don't know how to call the Secretary anymore. Sorry, that's Sian Diage there. I do apologise. Speaker 2: The Secretary will work. All right. The Secretary, yes. Thank you.

00:02:00 Speaker 1: Okay? Speaker 2: Yep. We're ready? Councillor Finzel: Yep. Yep. Okay. Speaker 1: So this is my report. So this is just in response to some changes that we've made to the groups in terms of representation on the groups. There was a report earlier in the year on the 18th of April that agreed various membership of the committees and other groups that Council had agreed on. There's been a couple of changes. So the recommendation as it is there on the board is to appoint Councillor Phillips and Lorentson to the Noosa World Surfing Reserve Committee, appoint Councillor Wilson as Chair and Councillor Phillips to the Climate Change Response Plan Community Reference Group, and appoint Councillor Finzel as Chair, Councillor Lorentson and Councillor Phillips to the Noosa Botanic Garden's

00:03:00 Noosa World Surfing Reserve Committee. There's no major changes there, but there's been a couple of changes that we've all agreed, and this is just finalising it. Okay. Councillor Finzel: Thank you, Mr. CEO. Any questions on the matter? I will take it to the vote. Do we have a mover? That's Councillor Phillips. Do we have a seconder? Wilson, sorry. Sorry, Wilson and Councillor Phillips. Thank you. All in favour? That's unanimous. Thank you. Speaker 1: Okay. Councillor Finzel: So moving on to item 5.2, it's the appointment of the Noosa Show holiday. Speaker 1: We've got Elinda Landahass here to talk to this report. Speaker 2: Elinda. Thank you. Oh, thank you, Mr. CEO and Chair.

00:04:00 So every year, the Office of the Endowment for Sustainable Development, the Office of National Relations writes to our CEO, inviting us to request special holidays, a special or show holiday for the following year, so for 2025. So this report is to recommend and formalise and endorse the requested date of the Noosa Show public holiday for 2025 as the Friday, the 12th of September, 2025. So any questions? Councillor Finzel: Thank you. Do we have any other questions when we go to the show holiday? Speaker 1: Anybody want to go on to the show holiday? No. No. Speaker 2: We do have a request for a week of show holidays on the council. So it is actually, we do send an email to the secretary of the show holidays and they provide us with that, with those dates, so Friday and Saturday next year. Great. Councillor Phillips: I have a question more for the people watching. Is it, what's the considerations around like school holidays and is it the same time every

00:05:00 year around? Speaker 2: So it is traditionally the second week of September. Every year. Thanks. Fantastic. Any further comments or questions? Councillor Finzel: I think it's a great opportunity for all the families to get together and get out to the hinterland and enjoy everything we have on show out there. And my grandchildren love it and it's a good time to spend time together with your family and have a bit of fun. So thank you. So we'll move the motion. Do we have a mover? No. Thank you. Councillor Phillips. And a seconder. Councillor Phillips: We're just going to mix it up for you. Speaker 2: Just. Councillor Finzel: Thank you. Councillor Wilson. We'll take it to debate. All in favour? Thank you. That's unanimous. Thank you. Moving forward.

00:06:00 Thanks. Thank you. Thanks. We've got reports for noting by the committee. No. No reports for note. No. Thank you. We're moving into confidential session. We just need to read out the declaration as to the legislative requirements. We note that the meeting will be closed to the public pursuant to section 257. I4J 3G of the Local Government Regulation 2012 for the purpose of discussing item 7.1 proposed dedication of TMR owned freehold land as road nursery. Is that correct? Speaker 1: As a road. As a road. Councillor Finzel: That's a road. Speaker 1: Sorry, don't do it as a road. As a road. It's actually as a road.

00:07:00 As a road. Councillor Finzel: As a road nursery. Alright. Thank you. Do we have a mover for that recommendation? Thank you, Councillor Wilson. Second vote, Councillor Phillips. All in favour? That's unanimous. Thank you. Speaker 2: Just give me a second. Councillor Finzel: I'm going to come over to you so you can see this. Okay. Thank you. Councillor Finzel: That's that. Thank you. Speaker 2: All in favour? Aye. Councillor Finzel: We'll move on. You are moving on to the next item. Good morning and welcome back. Good afternoon. Sorry, we're coming out of the confidential session. I'll take it to the vote that the meeting being reopened to the public. Do we have any questions? Do we have a mover? Councillor Phillips: I'll move that. I'll second it. Councillor Finzel: Thank you. We'll take that to the vote. All in favour? That's unanimous.

00:08:00 Thank you. Recommendation. Do we have any questions before moving on? Councillor Phillips: I'd like to ask for that matter to be moved to the general meeting due to the significance of the matter. Councillor Finzel: Okay. Do we have a mover for the motion? Speaker 1: I'm happy to move. No, but she'll move it. I'll move it. Councillor Finzel: Yeah, I'll second it. We'll take it to the vote. Who's second? I do. Karen. Speaker 1: Oh, sorry. I wasn't. Councillor Finzel: That's unanimous. So thank you, Crane, for bringing your report to the meeting. Thank you. Thank you Mr. CEO for attending and the councillors and the meeting is closed at 1.56pm.
