Who votes with whom

When council divides, which councillors end up on the same side? Each square below counts the contested votes two councillors both took part in, and how many of those they voted the same way. Every number opens onto the decisions behind it.

Only contested votes are counted — the decisions where councillors did not all agree, which council has always had to minute by name. Unanimous decisions are left out: most of what council decides is not in dispute, and counting it would make every pair look almost identical.

Voting together is not a pact. Two councillors can reach the same side for different reasons, and a single issue that divided the chamber a dozen times weighs a dozen times. Read the decisions, not only the percentage. A pair with fewer than 10 shared contested votes is shown as a count, unshaded, because a percentage of a handful says more about chance than about the two of them.

82 contested votes with names recorded. Before 12 September 2019 council minuted most decisions as a bare “Carried”, but contested votes were always named, so this term’s contested record is as complete as the others.

Where this comes from. The same register as every contested vote: council’s published minutes, one decision block at a time. A pair is counted on a decision only when both of them voted on it; a councillor who was absent or declared a conflict is on neither side. A council is counted from its first meeting after the election, so the votes of one council are never mixed with the next.
