That Council note the report by the Coordinator Planning to the Planning and Environment Committee Meeting dated 9 August 2016 regarding representations to conditions of approval for Development Permit MCU15/0086 for a Material Change of Use for Entertainment & Dining Business Type 1 – Food & Beverages situated at 2 Bottlebrush Avenue, Noosa Heads and refuse to change Conditions 3 and 4, and amend condition 7 to read as follows: 7. This development permit lapses on18 August 2018, unless an application is received to extend the approval. In assessing an extension to the approval, Council will have regard to any breach details available from the Office of Liquor & Gaming Regulation and any other relevant matters.

That Council note the report by the Chief Executive Officer to the Services & Organisation Committee Meeting dated 9 August 2016 and A. Thank CCIQ Noosa and their Convention and Cultural Centre team for all of their work in developing the pre-feasibility study for a proposed Noosa Convention and Cultural Centre; B. Note both the CCIQ Noosa Pre-feasibility Study dated April 2016 and the Council commissioned review by AEC Group Ltd dated July 2016 reviewing the CCIQ Noosa proposal; C. Advise CCIQ Noosa that based on the assessment by AEC Group Ltd, Council will not pursue the concept as a Council project due to the financial impact on ratepayers; and D. Make the CCIQ Noosa Pre-feasibility Study and the AEC Group Ltd review publically available on Council’s website in order that the current research can be accessed by the private sector who can pursue this project if they determine it to be commercially viable. E. Acknowledge the economic benefit potentially flowing from a Convention and Performing Arts Complex and initiatives to enhance the increased visitation by high value tourists and that Council agree to maintain a willingness to consider private and joint venture arrangements with a positive benefit cost ratio to the Noosa community.
