Noosa Council Watch

An independent, unofficial record of Noosa Shire Council — what council decided, what they closed the doors on, and why it matters. About this site

Every decision in council's minutes since 2016, and how each councillor voted where council recorded it.

Jess Glasgow

Cr Jess Glasgow appears on decisions from 20 April 2017 to 19 March 2020, across 100 meetings. In that time 977 decisions were taken while they were in the room. Council recorded how they voted on 64 of them.

64votes recorded by name
141votes inferred, not recorded
62contested votes
3decisions they could not vote on

78% of the decisions Cr Jess Glasgow sat through do not record who voted at all. That is 759 of 977. It is a fact about council's minutes in those years, not about this councillor: until September 2019 the minutes wrote “Carried” and nothing else, so no position of theirs on those items can be known. Read the numbers above as what survived, not as what they did.

What the record holds

Of the 977 decisions taken while Cr Jess Glasgow was presentDecisionsShare
named council recorded who voted 69 7%
inferred minuted “unanimously”, so their vote follows from being in the room 149 15%
not recorded minuted “Carried” and nothing more 759 78%

Counted from the minutes' own attendance record, so a decision taken while they had stepped out for a conflict is not counted against them. The three rows are kinds of record, never added together into a single “votes cast” figure, because only the first is something a clerk wrote. The first row counts decisions where council named the voters; Cr Jess Glasgow's own recorded votes number 64, slightly fewer, because a block can name the voters without naming them.

Read the two columns differently. A recorded vote is council's own words: the minutes name Cr Jess Glasgow and say which way they went. An inferred vote is this site's reading of a minute that says “Carried unanimously” and lists who was present — sound, but not a list anyone wrote. Where council recorded names they can be checked against who the minutes place in the room, and they disagree about one time in twenty-two.

Not a scorecard. There is no ranking on this site and nothing here should be read as one. How much of a councillor's voting appears depends almost entirely on which years they sat, because the minutes changed what they recorded in September 2019 and again in June 2025. How that works.
