    That Council: 1. Adopt the Financial Sustainability Policy, which is provided as Attachment 2. 2. Pursuant to section 191 of the Local Government Regulation, adopt for the 2017/18 financial year the Investment of Surplus Funds Policy, which is provided as Attachment 3. 3. Pursuant to section 192 of the Local Government Regulation, adopt for the 2017/18 financial year the Debt Policy, which is provided as Attachment 4. 4. Pursuant to section 198 of the Local Government Regulation, adopt the Procurement Policy, which is provided as Attachment 5. 5. Pursuant to section 169 of the Local Government Regulation, adopt for the 2017/18 financial year: a) the Revenue Policy, which is provided as Attachment 6; b) the Revenue Statement, which is provided as Attachment 7; and c) the long-term financial forecast for the period 2017/18 to 2026/27, which is provided as part of Attachment 8. 6. Pursuant to section 169(1)(b) of the Local Government Regulation, adopt for the 2017/18 financial year: a) the statement of comprehensive income b) the statement of financial position; c) the statement of cash flows; d) the statement of changes in equity; and e) details of financial sustainability ratios, which are provided as Attachment 8. 7. Pursuant to section 169(6) of the Local Government Regulation, determines that the total value of the change in the rates and utility charges levied for the financial year compared with the rates and utility charges levied in the previous budget is set out in Attachment 9. 8. Pursuant to section 80 and section 81(3) of the Local Government Regulation 2012, for the 2017/18 financial year: a) adopt a differential rating system; and b) resolve that the different categories of rateable land and a description of those categories are as stated in Table 1 of the Revenue Statement. 9. Pursuant to section 94(1)(a) of the Local Government Act and section 80 of the Local Government Regulation, levy, for the 2017/18 financial year, general rates on all rateable land in the local government area at the differential general rate set out for each category of rateable land in Table 2 of the Revenue Statement. 10. Pursuant to section 77 of the Local Government Regulation, fix a minimum general rate for each category of rateable land in the amounts set out in Table 2 of the Revenue Statement. 11. Pursuant to section 81(4) and (5) of the Local Government Regulation, delegate the power to identify the rating category to which each parcel of rateable land belongs to the Chief Executive Officer. 12. Pursuant to section 94(1)(b)(i) of the Local Government Act and section 94 of the Local Government Regulation: a) levy the special rates and charges set out in the Revenue Statement; and b) adopt the overall plan for each special rate and charge set out in Appendix 1-9 of the Revenue Statement. 13. Pursuant to section 94(1)(b)(ii) of the Local Government Act and section 99 of the Local Government Regulation, levy for the 2017/18 financial year the utility charges for waste management set out in the Revenue Statement. 14. Pursuant to section 94(1)(b)(iii) of the Local Government Act and section 103 of the Local Government Regulation, levy for the 2017/18 financial year the separate rates and charges set out in the Revenue Statement. 15. Pursuant to section 97(1) of the Local Government Act fix, for the 2017/18 financial year, the cost recovery fees and commercial charges and the regulatory fees and commercial charges provided as Attachment 11. 16. Pursuant to Section 118 of the Local Government Regulation, resolve that rates and charges must be paid within thirty (30) days after the date of issue of a rates notice. 17. Pursuant to section 129 of the Local Government Regulation, allow the payment of certain rates and charges by instalment in the circumstances, and on the terms, set out in the Revenue Statement. 18. Pursuant to section 130 of the Local Government Regulation, resolve that it allow a discount for the prompt payment of certain rates and charges on the terms set out in the Revenue Statement. 19. Pursuant to section 133 of the Local Government Regulation, resolve that interest be payable on overdue rates and charges in the way, and at the rate, set out in the Revenue Statement. 20. Pursuant to section 120, section 121 and section 122 of the Local Government Regulation, grant concessions for rates and charges to certain ratepayers, and classes of ratepayers, as set out in the Revenue Statement. 21. Adopt the 2017/18 Capital Works Program which is provided as Attachment 12.

    That Council note the report by the Manager, Planning & Environment regarding new delegations for the Planning Act 2016, Planning Regulation 2017 and Development Assessment Rules to the Special Meeting dated 29 June 2017 and: A. Repeal the delegations for the Planning Act 2016 as adopted by Council at the Ordinary Meeting of 15 June 2017; B. Pursuant to section 257 of the Local Government Act 2009, agree to delegate the powers for the Planning Act 2016, Planning Regulation 2017 & Development Assessment Rules as detailed in Attachment 1 to the report.
