We've had a lot of information come back and forth and lots of questions by emails and lots of feedback from community members and I think some of those items are too significant to just include as a minor change that we would defer to the CEO for completion of the document. 7.2.4 ZERO EMISSIONS NOOSA (ZEN) Inc. ALLIANCE AGREEMENT

I'm not comfortable entering a three-year agreement without three years funding being agreed up front. These agreements should give each party certainty to plan for the future and ensure solvency. The Expo is a great event and there are many more other worthy projects, but that doesn't mean costs should be borne by ratepayers. 7.2.5 NOOSA EVENTS STRATEGIC FRAMEWORK, POLICY, AND GOVERNANCE

There's no doubt that events can be better managed with a coordinated team across Council, and I support the formation of a Noosa Events Executive Group. This framework has been drafted over many months, and we have had input along the way in workshops, but I still have some questions. I think we have some concerns. Firstly, the lack of measurable KPIs. Priority one, for example, is to improve the shared experience. The target or outcome is a year-on-year improvement in event experience. How is that measuring the priority? Who is it improved for and how is it measured? Priority three is to actively manage events, event impacts. The desired outcome is to protect community amenity and environmental values.
